After Upgrading to Version 12.2 or Later, Pop-up Messages Fail to Appear When a User Attempts to Update or Open an Assets Workbench (FAXASSET) if the Asset was Previously Retired

Symptoms
After upgrading to R12.2, when an asset is already retired and the user attempts to retire the same asset item or open the asset, no error message is being displayed. This should show a a message that the asset has already been retired should be displayed.
STEPS

The issue can be reproduced at will with the following steps:
1. Log in to Fixed Assets
2. Navigate to / Assets / Asset Workbench
3. Select an Asset that is already retired
4. Select the "Retirements" or the "Open" button
5. No message is displayed. The system should show the following message:
APP-OFA-47333: You cannot perform this transaction because the asset is fully retired. Choose a book in which you have not yet retired the asset, or reinstate the asset, and then perform the transaction. If you wish to cancel or undo the retirement, please query it first.
