After Upgrade to 12.2.12 Performance Issues Are Encountered When Running PAXACCPB: PRC: Create Accounting (Doc ID 3000285.1)

Symptoms

After upgrading from 12.2.11 to 12.2.12 performance issues are encountered when running PAXACCPB: PRC: Create Accounting.

The process takes twenty minutes even when there are no accounting events needing to be posted. 

In 12.2.11 PRC: Create Accounting would take ten seconds and a typical run with data would take 2-5 minutes.

Steps:
1.  Using a Projects responsibility, navigate to Other-->Requests-->Run
2.  Select Name = PRC: Create Accounting and submit this using the default parameters.

Changes

 Upgrade from 12.2.11 to 12.2.12
