Can The Profile Option 'ENG:ECO Revision Warning' Be Set At Any Levels Other Than Site? (Doc ID 3000438.1)

Goal

While implementing an ECO by running the program "Engineering Change Order Implementation", there is no warning faced if an unimplemented ECO having the same item and a new revision less than the new revision of current ECO exists. Program completes in Warning if the profile "ENG:ECO Revision Warning" (ENG:ECO_REV_WARNING), is set at Site Level. But when set only at other levels, there is no warning seen. What is the code logic behind this scenario? Can this profile be set at other levels like User or Responsibility?

SCENARIO
-------------
1. Create ECO for a higher revision when still a lower version (never implemented) is available
2. Set the profile "ENG:ECO Revision Warning" at Site Level.
3. Implement the ECO by running the program "Engineering Change Order Implementation"
4. Program will end in Warning as expected with the below error
           "A lower revision for this part is pending on another ECO.
            Cause: You cannot implement revisions out of sequence.
            Action: Either implement or cancel the pending lower revision first.."
5. This is expected.
6. However, if the same profile is set at User level, program is implementing the higher version without any warning.
