Error "ORA-20001 Prerequisite argument p_effective_date value cannot be null Reason:" While Doing "Continue Action" on "Return for Correction" Notification In New Hire Function

Symptoms
While trying to Hire new employee using the Chinese legislation in the "Return for Correction" action the following error occurs
ORA-20001 Prerequisite argument p_effective_date value cannot be null Reason: The Prerequisite argument p_effective_date was not specified or was explicitly set to null in the API
The issue can be reproduced at will with the following steps:
1. Login to "Manager Self-Service" responsibility tagged with Chinese legislation
2. Navigate to "New Hire" function
3. Enter the necessary details and submit the transaction for approval
4. Login as approver and click on the approval work list notification.
5. Now click on "Return for Correction" link and enter the reason needed for "Return for Correction" and submit it.
6. Now Manager (Initiator) clicks on the work list notification and then on "Continue Action" link
7. After entering the necessary details and clicking on Next button the above mentioned error is shown
