Error While Applying HRGLOBAL Driver, FAILED: file pyinutable.ldt on worker 2, ORA-20001: HR_72033_CANNOT_DNC_RECORD (Doc ID 3000847.1)

Symptoms

When attempting to run the hrglobal, the following error occurs in hrglobal log file:

 FAILED: file pyinutable.ldt on worker 2 for product pay username APPS.

In adworker 2 log

Loading data using  FNDLOAD function.
**** Reseting package states in the current session ****

FNDLOAD APPS/***** 0 Y UPLOAD @PAY:patch/115/import/pyusertable.lct @PAY:patch/115/import/US/loc_in/pyinutable.ldt - LEG_VIEW=hr_pay_in_implementation

Calling FNDLOAD function.

Returned from FNDLOAD function.

Log file: /xxxxx/fs_ne/EBSapps/log/adop/17/20240102_201859/apply/megamtest-apps/driver/log/loc_in_pyinutable_ldt.log
Error calling FNDLOAD function.

In loc_in_pyinutable_ldt.log

 Uploading from the data file /xxxxx/fs1/EBSapps/appl/pay/12.0.0/patch/115/import/US/loc_in/pyinutable.ldt
Altering database NLS_LANGUAGE environment to AMERICAN
Dumping from LCT/LDT files (/xxxxx/fs1/EBSapps/appl/pay/12.0.0/patch/115/import/pyusertable.lct(120.5.12020000.12), /xxxxx/fs1/EBSapps/appl/pay/12.0.0/patch/115/import/US/loc_in/pyinutable.ldt) to staging tables
Dumping LCT file /xxxxx/fs1/EBSapps/appl/pay/12.0.0/patch/115/import/pyusertable.lct(120.5.12020000.12) into FND_SEED_STAGE_CONFIG
Dumping LDT file /xxxxx/fs1/EBSapps/appl/pay/12.0.0/patch/115/import/US/loc_in/pyinutable.ldt into FND_SEED_STAGE_ENTITY
Dumped the batch (PAY_USER_TABLES IN_ALLOWANCES IN , PAY_USER_COLUMN_INSTANCES_F Surcharge Percent IN ) into FND_SEED_STAGE_ENTITY
Uploading from staging tables
  Error loading seed data for PAY_USER_ROWS_F:  B_USER_TABLE_NAME = India Professional Tax Rate for KA, B_LEGISLATION_CODE = IN, USER_TABLE_NAME = India Professional Tax Rate for KA, B_LEGISLATION_CODE = IN,  ORA-20001: HR_72033_CANNOT_DNC_RECORD:

 

 

The issue can be reproduced at will with the following steps:
1. Apply India Payroll patches
2. Apply HRGlobal
3. Check hrglobal.log for error
