Symptoms
When attempting to run the hrglobal, the following error occurs in hrglobal log file:
In adworker 2 log

Calling FNDLOAD function.
Returned from FNDLOAD function.
Log file: /xxxxx/fs_ne/EBSapps/log/adop/17/20240102_201859/apply/megamtest-apps/driver/log/loc_in_pyinutable_ldt.log
Error calling FNDLOAD function.
In loc_in_pyinutable_ldt.log

The issue can be reproduced at will with the following steps:
1. Apply India Payroll patches
2. Apply HRGlobal
3. Check hrglobal.log for error
