FVXBEAPR - Unable To Update or Delete New Budget Authority Transaction Line After Save and Requery (Doc ID 3000866.1)

Symptoms

A new detail line is added to an existing Budget Authority document that is status "Approved and Reserved".

The existing Budget Authority document status changes to "Requires Reapproval" as expected after saving the new line.

The user exits the form and later re-queries the document.

Now the new line cannot be updated or deleted, even though the document status is still "Requires Reapproval"
