GLELIM: Eliminations Program Erroring With FND_STATS.gather_table_stats ORA-04068 (Doc ID 3000867.1)

Symptoms

User is using a customization to submit many elimination requests.
Using a custom automated (wrapper) program to submit an Elimination set requests, one request failed while the others completed with success they did not produce journal entries.

The log file for the failing program shows:
GLELIM: Intercompany Eliminations Program

ledger_id = ####
request_id = #########
object_type_code = L
name = Ledger Name
This is a Ledger

SHRD0181: gleini() - control->name = User Defined Name
SHRD0181: gleini() - control->description = User Defined Description

PERF0005: Oracle error detected in c1d - ORA-04068: existing state of packages has been discarded odd characters seen in the detected in '&&&&&&&&' value and the SHRD0180: D5U- Performing action >> rollback..., these won't save to MOS, please view the log.
ORA-04061: ex

SQL trace with binds shows the following related to this same error:

BEGIN FND_STATS.gather_table_stats('GL', 'GL_ELIM_SV_INT', 50); END;
ERROR #140304472000752:err=4068

 

STEPS TO RECREATE THIS ISSUE:
1) Automated program that submits an elimination set is run for MMM-YYYY.
2) When reviewing one request ended in error and others with success.
3) Reviewing the requests and no journals were created for any of the requests.
