PO Approval Notification Results In Error: ORA-20002: 3103: Attribute 'DRAFT_TYPE' Does Not Exist For Item 'POAPPRV' (Doc ID 3000869.1)

Symptoms

In Oracle Purchasing, modifying a Purchase Order (PO) and submitting for approval fails with the following error in the approval notification:

[WF_ERROR] ERROR_MESSAGE=3835: Error '-20002 - ORA-20002: 2018: Unable to
generate the notification XML. Caused by: 2020: Error when getting notification content.
Caused by: ORA-20002: 3240: Error '-20002 - ORA-20002: 3103: Attribute 'DRAFT_TYPE'
does not exist for item 'POAPPRV/13513744-688429'. ORA-06512: at "APPS.WF_CORE",

The issue can be reproduced with the following steps:

1. Navigate to Oracle Purchasing responsibility
2. Create PO, approve and reserve.
3. Modify the PO and submit for approval.
4. Error is received in the workflow.
