When Using API Oks_Import_Header_Pub.Create_Contract_Header and Passing STS_CODE as Active, Contracts are Created in Entered Status and Not Active (Doc ID 3000978.1)

Symptoms

Find that when creating service contracts using the seeded API Oks_Import_Header_Pub.Create_Contract_Header and passing the sts_code as Active, the contracts are still getting created in Entered Status.

STEPS

The issue can be reproduced at will with the following steps:
1. Using API Oks_Import_Header_Pub.Create_Contract_Header and pass sts_code = Active. The contract gets created in Entered status.
