Credit Check Failed During Pick Release but Hold Is Not Applied (Doc ID 3001597.1)

Symptoms

Sales order should be on credit check hold during pick release. However pick release process failed without any error message in the front end. And no credit check hold is applied to the order.

Debug log shows below error while applying hold:

The issue can be reproduced at will with the following steps.
1. Order Management Super User responsibility.
2. Navigate to Shipping -> Release Sales Orders.
3. Pick release line. Pick release process failed but there is no error in the front end, and no Credit Check Failure hold is applied to the order.
