An error occurred in concurrent program "Payroll Report (Create File-Tax Withheld Report)" (PAYJPWTM) after applying patch 36071636.

REP-0736: There exist uncompiled program unit(s).
REP-0736: There exist uncompiled program unit(s).
REP-1247: Report contains uncompiled PL/SQL.
REP-0069: Internal error
REP-57054: In-process job terminated:Terminated with error:
REP-1247: There exist uncompiled program unit(s).
REP-1247: Report contains uncompiled PL/SQL.

 
The issue can be reproduced at will with the following steps:

  1.  Run PAYJPWTM
