Translation Patch Stuck With Hrssawlds_list.ldt (Doc ID 3002498.1)

Symptoms


While applying Translation Synchronization patch, receive the following error:

Error:

An error occurred at line 65 in file /xxx/EBSapps/appl/per/12.0.0/patch/115/import/I/hrssawlds_list.ldt
An entity definition is required to define values of type WF_WL_LIST_PARAMS
 

The issue can be reproduced at will with the following steps:
1. Using ADOP utility, attempt to apply Translation Synchronization patch 36118744
  - Patching process does not complete and above error is given in the log.
