Sales Order Header Imported Without Lines Even When Lines Are Failed In The Order Import Interface (Doc ID 3002591.1)

Symptoms

When attempting to import order header and lines, the following errors occur as shown on the order import analyzer.
However, one finds that the order header imported without lines. The lines failed in the interface with below error messages.

1361/9999917997//29072/ Both value and ID columns have been supplied for this attribute (Attribute:sold_to_org). ID column for this attribute will be used while processing this order.
1361/9999917997//29072/1104817997_1 Both value and ID columns have been supplied for this attribute (Attribute:salesrep). ID column for this attribute will be used while processing this order.
1361/9999917997//29072/1104817997_1 ORA-01086: savepoint 'GROUP_PROCESS_ORDER' never established in this session or is invalid in Package OE_Order_GRP Procedure Process_Order
1361/9999917997//29072/1104817997_1 Please enter required information - Line Type
1361/9999917997//29072/ Order has been booked.
1361/9999917997//29072/ This Customer's PO Number is referenced by another order

 

Expectations is that if there are issues involving order lines in the interface, then the header alone should NOT get imported.
For such cases, both header and lines should fail in the interface.

The issue can be reproduced at will with the following steps:
1. Insert records into the OM Interface tables
2. Responsibility: Order Management Super User (or equivalent)
3. Navigate to: Orders, Returns > Import Orders > Order Import Request
4. Sales Order Header Imported Without Lines & Lines are Failed in the Interface.
