ECCRUNDL: Employee Expenses Enterprise Command Center Data Load Fails with "RecoverableException: No more data to read from socket" (Doc ID 3002778.1)

Symptoms

The Enterprise Command Center (ECC) log file for Employee Expenses / Internet Expenses shows 'No more data to read from socket'

ERROR 3.o.e.i.u.s.i.DataLoadControllerServiceImpl - job failed with error code:ECC-0007 Cancelling job with id 37749 exception details: java.sql.SQLRecoverableException: No more data to read from socket

The issue can be reproduced at will with the following steps:
1. Login into Oracle Applications
2. Run Data Load concurrent request through Oracle EBS for Employee Expenses.
3. ECC Run Data Load completes in Error
