ECC - Unable to Import Enterprise Command Center Applications - Error: ECCException: This file is not eligible for import (Doc ID 3002954.1)

Symptoms

When attempting to import the Enterprise Command Center applications using patchECCFiles.pl script, the following error occurs in Import_%,log.

oracle.ecc.exeption.ECCException: This file is not eligible for import


The issue can be reproduced at will with the following steps:
1. Log on to the Oracle E-Business Suite server. On that server, source the environment file of your run file system.
cd <EBS_BASE_HOME>
source EBSapps.env run

Replace <EBS_BASE_HOME> with the top directory where fs1, fs2 and others are installed. You can run the command echo $FILE_EDITION and verify that it returns run to check that the run file system has been sourced.
2. Then, on the Oracle E-Business Suite server, navigate to the $FND_TOP/bin directory and run the patchEccFiles.pl script.
cd $FND_TOP/bin
./patchEccFiles.pl
