Symptoms

When attempting to call REST webservices the following errors are noticed in the OAFM logs.

The webservice call is successful and everything is working fine.

Setting Parameter Defaults: java.sql.SQLException: ORA-06550: line 1, column 14:
PLS-00306: wrong number or types of arguments in call to 'HAS_DEFAULT'
ORA-06550: line 1, column 7:
PL/SQL: Statement ignored

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Call FND_USER_PKG.TESTUSERNAME REST webservices.
2. Verify in the OAFM log and out files.
