EBS 12.1.3 URL Showed Error After TLS 1.2/1.3 Is Enabled, With Doc. 376700.1

Symptoms
On : 12.1.3 version, Advanced Configurations
EBS 12.1.3 URL showed error after TLS 1.2/1.3 is enabled, with doc. 376700.1
After enabling TLS 1.2/1.3 following doc. 376700.1, for EBS 12.1.3, https://:4443 works, and it redirects to another page with error. https://:8000/OA_HTML/AppsLogin does not work.
Run tls_analyzer. It points to missing patches, but mostly it is due to oraInventory issue, it cannot read inventory correctly.
Need help to troubleshoot this.
STEPS

The issue can be reproduced at will with the following steps:
1. Enable TLS 1.2 with doc. 376700.1
2. access to the main page with the new port https://:4443
3. Automatically redirect to the wrong port.

Due to this issue, users cannot acces application URL.
