Key Flexfields Title is Not Shown in English When Logged in as Base Language (English) After Applying Romanian Language Patch (Doc ID 3004606.1)

Symptoms

After applying Romanian Language patch, few Key Flexfield titles are translated and shown in Romanian(RO) language, though user logged in as Base language (English).

The issue can be reproduced at will with the following steps:

1. Apply Translation Synchronization Patch for Romanian language.
2. Access the E-Business Suite url and try to login as Base language.
3. Check the flexfields title and should show in base language.

Changes

Enabled and installed a new language patch (Romanian language patch).
