POR_CUSTOM_PKG.CUSTOM_DEFAULT_REQ_LINE Does Not update Null To Need_by_date field on Shopping Cart

Symptoms
On iProcurement, while creating requisition, user is not able to customize to update NULL value into need_by_date field using POR_CUSTOM_PKG.CUSTOM_DEFAULT_REQ_LINE procedure. This is working in 12.1.3 but not in 12.2.12.
STEPS
-----------------------
1. Follow Doc ID 397248.1 and modify procedure POR_CUSTOM_PKG.CUSTOM_DEFAULT_REQ_LINE to pass NULL to need_by_date.
2. Compile the package
3. Set the profile option POR: Enable Requisition Line Customization to Yes at SITE level
4. Now go to iProcurement and create catalog or non-catalog requisition. Add lines and click on "View Cart and Checkout" button
5. Observe that the need_by_date is still displaying default date instead of NULL on Shopping Cart Pop-up.
