Symptoms

When attempting to enter time card,
the following error occurs on either time card self service page or preapproved batch form.

This item would violate a project-level transaction control


The issue can be reproduced at will with the following steps:
1. Login to Oracle Time and Labor responsibility
2. Navigate to Timecard screen
3. Try to enter time card

or

1. Login to Project responsibility
2. Navigate to Expenditures > Pre Approved Batches > Enter
3. Try to enter time card
