Empty Flag In MTL_ITEM_LOCATIONS Has Not Been Updated To 'Y' Due To Orphan Pending Transactions (Doc ID 3005563.1)

Empty Flag in mtl Item Locations has not been updated to 'Y' even though there is no Onhand and Pending transactions from application.

The issue can be reproduced at will with the following steps:

1. Navigate to Inventory responsibility

2. Onhand, Availability > Onhand

3. Query with the locator and see there is no onhand exists.

4. Navigate to Inventory responsibility> Transactions > Pending transactions

5. Query with the Item and see no records

6. Check the empty flag for the Locator. It still showing as 'N'
