Symptoms

While applying patch 34776655 "ORACLE E-BUSINESS SUITE 12.2.13 RELEASE UPDATE PACK", the file 'OKSCOVCL.sql' is failing to complete in a reasonable time. It has been running for several hours.

STEPS
The issue can be reproduced at will with the following steps:
1. Apply patch 34776655 "ORACLE E-BUSINESS SUITE 12.2.13 RELEASE UPDATE PACK"
2. The file 'OKSCOVCL.sql' has been running for 12 hours.
