The manage proxies is accessible to all users even if the "Manage Proxies" grant is unchecked under the FND_GEN_PREF_MENU.

The issue can be reproduced with the following steps:

1. Navigate to System administrator Responsibility
2. Query the Expenses Main Menu which includes "ICX_STANDARD_GLOBAL_MENU"
3. The function: Manage Proxies is part of menu: "FND_GEN_PREF_MENU"
4. The manage proxies is accessible to all users even if the "Manage Proxies" grant is unchecked under the FND_GEN_PREF_MENU.
