Problem Statement:

When trying to save of submit a timecard from Mobile App, getting the below error.

"You must use Empty Responsibility responsibility for this action"

Steps To Reproduce:
------------------------
1. Login to the mobile app

2. Enter timecard

3. Save or submit

4. Get the error
