Problem Statement:

Timecard layout is customized to have Project Name and Task Name LOVs. After timecard submission, when trying to open/edit the timecard, error occurs.
"You have encountered an unexpected error. Please contact your System Administrator for assistance"
Steps To Reproduce:
------------------------
1. Go to Self Service responsibility
2. Navigate to Create Timecard
3. Enter and submit the timecard
4. Try to open or edit
5. Get the error
