Financial Tax Register showing wrong TRX_LINE_AMT for Credit memos.

The issue can be reproduced with the following steps:
1. Navigate to Payables Responsibility.
2. Create a Credit Memo and generate the tax line.
3. View > request > Run the Financial Tax Register Report.
5. The TAX line doesn't come with a negative taxable amount.
