Charge Account Not Being Saved When Enter Project or Task (Doc ID 3007194.1)

Symptoms

Charge account not saving when entering a Project or Task or making other update.   When the requestor uses their favorite charge account from their preferences with a project number it doesn't save.

STEPS
-----------------------
1. Setup favorite charge accounts in iProcurement Preferences.
2. User enters a requisition and updates the expense account with another favorite Expense account before update (Primary favorite).
3. Then User chooses another favorite called ‘Capital’ and enters in a project # and project information.
4. When the user clicks ‘Apply’ it shows ‘charge account Re-generated’.
5. Navigating back into the charge account information shows it reverts back to their primary favorite from their preferences.
6. If the user manually updates that accounting flexfield and clicks ‘Apply’ then it will stay
