Unable to Create Hold Source with Hold Criteria of Customer Number (Doc ID 3007327.1)

Symptoms

ACTUAL BEHAVIOR
---------------
When applying new hold source, there is an option to create the hold based on Hold Criteria = Customer Number.
When we enter the customer number, LOV does not return
and then eventually gives a form error "FRM-40502: ORACLE error: unable to read list of values."

EXPECTED BEHAVIOR
-----------------------
To be able to select Customer Number as Hold Criteria.

STEPS
-----------------------
1. Login as order management responsibility
2. Open Order Organizer
>Tools >Create Hold Source
3. Apply Holds
Hold Name: <hold name>
Hold Type: <hold type>
Operating Unit: <operating unit>
Hold Criteria: Customer Number
Criteria Value:
