Scheduled Concurrent Program Turned To Running State After Upgrade R12.2.12 And Then Stuck (Doc ID 3007810.1)

Symptoms

Customer noticing that the scheduled concurrent program is turned into a running state after upgrade and then its getting stuck at pending normal state .

Before upgrade, during cm shutdown we have hold concurrent programs , After upgrade while releasing program most of the programs are not started to run , its showing like pending status . not even running after 1 day .

Its not for any particular program or queue
