ACA Printable 1095-C Form: Print Latest Version Button Does Not Open a New Page (Doc ID 3007839.1)

Symptoms

After applying the 2023 ACA patches as per Note: 2023 ACA Patch Functional Readme for Release 12.1 and 12.2 Benefits Customers (Doc ID 2994666.1)

When utilizing the new functionality for printable copy of 1095-C form in a new page:
    - The 1095-C form needs to not be saved to the local machine, but open in a new page for review and decision to print without downloading.

The issue can be reproduced at will with the following steps:
1. Navigate to Employee Self Service > ACA 1095 Statement
2. Accept Consent for electronic forms
3. Click on "Print Latest Version" for the 1095-C form
4. See that the document is downloaded and ready for print

Changes

 The new functionality for viewing printable 1095-C form was delivered in Patch 36031908:R12.BEN.C - 2023 ACA PATCH
 That patch delivered a basic level of functionality - allowing for downloading an electronic 1095-C form.
 This note covers an additional security measure to allow a separate review page to open, without downloading unless desired.
