Error: FRM-41050 You cannot update this record

After Clicking “OK” ===>

Error: FRM-40212: Invalid Value for Field RESTART_MEANING

After Clicking “OK” ===>

Error: FRM-40222: Disabled Item ‘CONC_PROG. RESTART_MEANING’ Failed validation.

After Clicking “OK” ===>

Error: FRM-41050: you cannot update this record

STEPS TO REPRODUCE
-----------------------
The issue can be reproduced at will with the following steps:
1. Do a blind query on Create Concurrent Program form by using hot key [CTRL]+F11

2. Page down with the down arrow to the next record, do NOT make any changes.

3. You are asked if you want to save changes (inappropriate, since you have made no changes);

Applied patch 34091953 and obtained FNDCPMCP.fmb 120.15.12020000.21
