R12: OIE: In the Mobile Expense App, Receive the Error "Attachments size on this expense report exceeds 25MB. Please remove some attachments to proceed"

Symptoms
The issue can be reproduced at will with the following steps
(i) start iOS mobile app v6.1.39
(ii) from main springboard page, click Enter icon
(iii) enter a Type, Date, Amount and for Attachment , select Photo Album abd attach an image
(iv) click Save
(v) from main springboard page, click Enter icon
(vi) enter a Type, Date, Amount and for Attachment , select Photo Album abd attach an image
(vii) click Save
(viii) from main springboard page, click Submit icon
(ix) select the two expense lines entered and click Create
(x) click Submit and see the error message "Attachments size on this expense report exceeds 25MB.Please remove some attachments to proceed".
