Employee Balances GRE's LOV Errors "ORA-01722: Invalid Number" & "FRM-40502: Unable to read list of values" (Doc ID 3012941.1)

Symptoms

While trying to access employee's earning balance and click on List Of values (LOV) of Government Reporting Entity(GRE), the following error occurs 

ERROR

"ORA-01722: Invalid Number" 
FRM-40502: Oracle Error: Unable to read list of values"

 STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Navigate to US HRMS Manager or Equivalent >View >Employee balance 

2. Click on LOV for the GRE . it errors
