Symptoms

Getting following error when trying to close certain budgets in the Trade Management Budget page

ERROR
-----------------------

error- Cannot close/cancel the budget because it has utilized amount not yet posted to GL.

The issue can be reproduced at will with the following steps:
1. Login to Applications
2. Go to Oracle Trade Management User responsibility
3. Navigate to Budgets page
4.Query for budget in issue and try to change status to Closed
