API HZ_ACCOUNT_MERGE_PUB.CREATE_ACCOUNT_MERGE_REQUEST fails with the error below.

The assignee does not have sufficient access to the operating units associated with the merge request.

The issue can be reproduced as follows:
1. A SQL SCRIPT similar to the sample below is executed.

2. The script fails with error.
