How to Change Default Output Format for XML Reports that generates Output using BI Publisher? (Doc ID 3016328.1)

Goal

When User run a Report that uses BI XML,the output is always in a fixed format like PDF.
How to change the Output format to a different value like EXCEL, RTF, HTML,FO ?
Let's take an example for a Report with Name=Receipt Analysis - Days Late (XML)

Log into Responsibility Receivables Responsibility 
Navigation : View -> Requests
1. Submit a New Request
2. Select Name = 'Receipt Analysis - Days Late (XML)" from LOV > Enter all parameters
3. User has to click Options and change the Format manually for that particular run and this step has to be done every time.
