Symptoms

When attempting to perform draft invoice generation,
the following error occurs.

ERROR

This project does not have a baseline budget

The issue can be reproduced at will with the following steps:

1. Login to Projects responsibility > View > Requests
2. Run PRC: Generate Draft Invoice for Single Project
3. Review the error captured in the Output
