Symptoms
Purchase Order tax does not follow the Defaulting order specified in Application Tax Options
The issue can be reproduced at will with the following steps:
a) Login to EBTax responsibility
b) Navigate to Defaults and Controls --> Application Tax Options
c) Define the following defaulting order
Defaulting Order 1: Item
Defaulting Order 2: Ship to location
Defaulting Order 3: Supplier site
d) Don't define any tax at item and ship-to-location level
e) Create a PO and observe that tax is not getting defaulted from Supplier site level. Rather, it is defaulting as per tax rules.
FND Log shows the following
ZX.PLSQL.ZX_AP_TAX_CLASSIFICATN_DEF_PKG.get_default_tax_classification l_item_taxable_flag = N
