EBS Instance Provisioning via Cloud Manager fails on "EBSOC-06217 : User-selected operating system version cannot be lower than value of backup operating system version" (Doc ID 3018138.1)

Symptoms

When trying to provision an EBS instance from backup via Cloud Manager, it fails with the following error -
