ECC - Dashboard Is Not Loading - Error 404--Not Found in UI and ORA-12514 Error In ECC log file (Doc ID 3022483.1)

Symptoms

When attempting to access ECC (Oracle Enterprise Command Center) dashboard after changing the ECC database hostname, the following error occurs.

Error 404--Not Found
From RFC 2068 Hypertext Transfer Protocol -- HTTP/1.1:
x.x.x 404 Not Found

From $ECC_BASE/Oracle/Middleware/user_projects/domains/ecc_domain/bin/ecc.log

<May 11, 2024 10:36:25,424 AM EDT> <Error> <Deployer> <BEA-149205> <Failed to initialize the application "eccdb" due to error weblogic.application.ModuleException: oracle.net.ns.NetException: Listener refused the connection with the following error:
ORA-12514, TNS:listener does not currently know of service requested in connect descriptor


The issue can be reproduced at will with the following steps:


1. Edit the EccConfig.properties located under $ECC_BASE/Oracle/quickInstall/ .
2. Change the database hostname set in EBS_DB_URL and ECC_DB_URL parameters.
3.  Run the $ECC_BASE/Oracle/quickInstall/createEnvFile.sh script to update the environment file before proceeding. Use the following commands to run this script:

c) Stop the Oracle Enterprise Command Center Framework servers by running the stopAllEcc.sh script located in the $ECC_BASE/Oracle/quickInstall/bin directory and choosing option 1 - All.

d) Start the Oracle Enterprise Command Center Framework servers by running the startAllEcc.sh script located in the $ECC_BASE/Oracle/quickInstall/bin directory and choosing option 1 - All.

11. Try accessing the ECC dashboard

Changes

Changed the ECC database hostname
