Multiple Errors on the Funding Allocation Form (OKEKFDWB) When Selecting the Create or Update Agreement Button After Applying Project Billing Patches (Doc ID 3023223.1)

Symptoms

After applying multiple Project Billing patches, the following errors are received in the Contracts Fund Allocation form (OKEKFDWB):

FRM-40735: WHEN-BUTTON-PRESSED trigger raised unhandled exception ORA-06502

The message history box shows:

APP-FND-01242: Cannot read value from field FUND_ALLOCATIONS.PROGRAM_ID

ACTION: This errors is normally the result of an incorrectly-entered field name string in a trigger, or a field name string that does not uniquely specify a field in your form. Correct your trigger logic to precisely specify a valid field.

ORA-1403: no data found

FRM-40735: WHEN-BUTTON-PRESSED trigger raised unhandled exception ORA-06502

Steps to Reproduce:

1. Log into a Projects Contracts Super User responsibility
2. Navigate to the Contract Organizer
3. Locate the Contract
4. Open the Funding Workbench
5. Highlight the ACRN Funding Allocation line
6. Select the 'Create or Update Agreement' button and errors are returned
