Symptoms

Problem Statement:
------------------------
For a biweekly payroll, there is an extra period every eleven years like;

26 2023 Bi-Week 03-JUN-2023 to 16-JUN-2023
27 2023 Bi-Week 17-JUN-2023 to 30-JUN-2023

But the Database Item AU_PAY_PERIODS_PER_YEAR used in fast formula returns 26 instead of 27.

Same is the case with similar Database Item PAY_PERIODS_PER_YEAR.

Steps:
-------
1) Go to HRMS/ Payroll Manager responsibility
2) Navigate to Payroll > Description
3) Define a Bi-Weekly payroll
4) Check the period dates and can see 27 periods every eleven years
5) Naviate to View > Requests > Submit New Request
6) Run Payroll Run
7) Check the results
8) The Database Item AU_PAY_PERIODS_PER_YEAR or PAY_PERIODS_PER_YEAR used in the formula returns 26 instead of 27
