Symptoms

When running GMSBUDSB: GMS: Submit/Baseline Award Budget the following error appears in the log:

Baseline has failed because no budget exists for the project &PROJECT_NUMBER and award &AWARD_NUMBER.
GMS_BUDGET_UTILS.GET_BASELINED_VERSION_ID- In NO_DATA_FOUND exception

GMS_BUDGET_PUB.BASELINE_BUDGET - Error occured in gms_summarize_budgets.summarize_baselined_versions
GMS_BUDGET_PUB.BASELINE_BUDGET - Updating current flag to Y on previous baselined budget version
GMS_BUDGET_PUB.BASELINE_BUDGET - Updating current flag to N on newly baselined budget version id
GMS_BUDGET_PUB.BASELINE_BUDGET - Updating budget to submitted status
Award Budget Submit/Baseline process failed.
GMS_BUDGET_PUB.BASELINE_BUDGET - In when others exception
GMS_BUDGET_PUB.SUBMIT_BASELINE_BUDGET - Exception :-20001-ORA-20001:

Steps to reproduce,

  1. Log into a Grants Accounting Responsibility
  2. Navigate to Budgets > Award Budgets
  3. Provide award and project numbers
  4. Click Find
  5. Click Details
  6. Add Funding to a low level task
  7. Save
  8. Submit and Baseline the award budget
  9. Review concurrent program for baseline
  10. Observe error Baseline has failed because no budget exists for the project &PROJECT_NUMBER and award &AWARD_NUMBER.
