Symptoms
In Oracle Payables Responsibility, unable to validate invoices, as they return an error of unable to calculate tax.
Error:
TransactionException:Location(s) assigned to lineitem identified by (X) is insufficient. A destination location is required for a tax calculation.
Please provide a valid location for this lineitem or for the transaction and retry

Steps:
1. Navigate to Tax Manager responsibility
2. Go to Invoices and enter the invoice with header, Lines and distributions accordingly
3. Go to (B) Actions > Validate
4. Error is returned
