R12: AP/IBY: View Payments Page Does Not Open Due: Failure of Web Server bridge

Symptoms
When attempting to do click on View Payments on the Payments for Standard Purchase page, the following error occurs:
Failure of Web Server bridge:
No back end server available for connection: timed out after 10 seconds or idempotent set to OFF or method not idempotent.
No back end server available for connection: timed out after 10 seconds or idempotent set to OFF or method not idempotent.
The issue can be reproduced at will with the following steps:
1. Connect to Purchasing responsibility
2. Navigation: Menu > Buy Work Center
3. Search an order with payments
4. Access to line detail
5. Choose action "View Payments" in list of values and click "Go"
6. Mentioned error occurs
