When users try and alter an agreement associated with an IGT order, the following error is received:

You do not have authority to change Advance Required (Agreement = XX) in Funding workbench.

Steps to reproduce:

1. Using a Projects responsibility navigate to Projects: Billing-->Agreements

2. Find the Agreement and select Update Agreement and Go. The error is returned
