"UPDATE_JOB" Procedure Not Showing Up In Integration Repository Even After Applying Patch 35937485:R12.PER.C

Symptoms
Even after applying Patch 35937485:R12.PER.C, users are unable to find API details for HR_JOB_API.UPDATE_JOB when using Integrated SOA Gateway responsibility.
The issue can be reproduced at will with the following steps:
1. Login to Application.
2. Go to "Integration Repository" responsibility.
3. Click on Search button in the top right corner.
4. Query for "HR_JOB_API" in the internal name.
5. In the search results, click on Job hyperlink.
6. Observe that the "Update Job" procedure could not be found.
7. Apply Patch 35937485:R12.PER.C and bounces the services.
8. Observe that still the procedure could not be found in Integration Repository.
