Symptoms

When attempting to cancel the Internal requisition via iProcurement, the following error occurs.

ERROR
None of the lines on this requisition are eligible for cancellation

The issue can be reproduced at will with the following steps:
1.Login to iProcurement Responsibility
2.Go to Requisition tab 
3.Select the Requisition
4.Cancel Requisition
5. Error occurs
