Error "|Create PO Interface record failed.|Quantity tolerance exceeded" While Receiving Correct Lot After The Wrong Lot Was Returned (Doc ID 3029916.1)

Symptoms

The user received a wrong lot by mistake, so performed return to receiving in order to receive the material again with the correct lot number.

After return to receive was performed, the quantity is showing 0 in the receipts forms. Also mobile receiving fails with the below error

The issue can be reproduced at will with the following steps:

1. Go to Inventory > Transactions > Receiving > Returns
2. Return the quantity back to receiving
3. Go to receipts form, quantity will be zero
4. Using mobile, navigate to Whse Mgmt > Inbound > Receive > PO
5. Try to complete receiving, it fails with error.
