Symptoms

Users are not able to use the option Reverse Distributed / Accounted transactions in the Expenditure Inquiry for transactions related to Oracle Time and Labor. While doing the reversal, the following error is received:

The selected transactions belong to a seeded transaction source and are not eligible for reversal.

Steps to Reproduce:

1. Project Costing (Billing) Super User
2. Expenditure | Expenditure Inquiry | Project | Query up the OTL item to adjust
3. Reports drop down | Reverse Distributed / Accounted and the error is returned
